0x00000709 Error / unable to set default printer / not showing in installed printer list

modify permission to allow edit HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows
restart spooler and set the default printer.

I opened regedit as admin and gave 'all' 'full' permissions tothe key listed. then restarted 'print spooler' service' and was able to set printer to default and use it in Adobe to print.
